Employer Compliance

The Chainman and Chief of Party Apprenticeship Programs follow a structured, on-the-job training initiative designed to ensure compliance with labor and safety regulations while fostering skilled professionals in surveying.

Employers participating in this joint labor-management training program are expected to adhere to the outlined compliance and program requirements for each respective apprenticeship program.

Chainman Apprentice Work Processes

The Southern California Surveyors Joint Apprenticeship Program offers employers significant compliance benefits by ensuring alignment with labor regulations and fair wage practices. Through comprehensive training, the program reduces safety risks and fosters the development of highly skilled surveyors, ensuring workforce sustainability. By participating, employers not only meet labor and environmental standards but also contribute to a safer, more efficient, and professional survey workforce.

Wages & Job Classification

  • Ensure apprentice wages are aligned with program-defined hourly rates.
  • Promote progression through apprenticeship levels based on hours and competency completion.

Safety & Workplace Practices

  • Provide apprentices with training in essential safety practices, including first aid, tool safety, & hazard prevention.
  • Supply necessary safety equipment & enforce jobsite safety protocols.

Training Standards

  • Facilitate the acquisition of skills in tool care, survey equipment operation, field staking, advanced methods, & project planning.
  • Ensure adherence to program requirements for green curriculum topics & advanced field methods.

Work Processes

  • Maintain compliance with defined work processes for each apprentice level (e.g., tool care, stake marking, note keeping, GPS use, & survey instrument operation)
  • Support apprentices in mastering competencies incrementally, with regular performance reviews.

Documentation & Quality Assurance

  • Oversee accurate electronic transfer and filing of job information for quality assurance.
  • Monitor and evaluate staking information and safety measures for accuracy & compliance.

Completion & Certification

  • Ensure apprentices gain proficiency in all 30 competencies by the 6,000-hour mark.
  • Certify program completion & promote eligible apprentices to journeyman status at $56.78/hour

Chief Of Party Apprentice Work Processes

The Southern California Surveyors Joint Apprenticeship Committee offers a comprehensive Chief of Party Apprenticeship Program designed to help Chainmen advance their careers to the next level. This joint labor-management training program provides on-the-job training in key surveying work processes, equipping apprentices with the technical, supervisory, and professional skills needed to lead survey crews as Chiefs of Party. Through hands-on experience, green curriculum integration, and wage progression, apprentices will gain the expertise required to excel in the surveying industry while advancing their professional and financial growth.

On-the-Job Training & Work Processes

*Train and Update on Surveying Equipment
Ensure apprentices are trained on new & updated surveying technologies.

*Perform Basic Instrument Adjustments
Guide apprentices in field checks & adjustments of surveying instruments.

Verify Surveying Calculations
Check Chief of Party apprentices on various surveying calculations.

Conduct Survey Adjustments
Train apprentices to close & adjust traverse surveys & level circuits.

*Field Documentation Skills
Teach apprentices to sketch, keep accurate field notes, & interpret plans.

*Technology Proficiency
Provide training on handheld calculators, computers, & relevant software.

Jobsite Layout Preparation
Help apprentices determine necessary equipment, tools, & materials.

Client Relations & Communication
Develop apprentices’ skills for professional public relations & client interaction.

Supervisory Training
Instruct apprentices in supervising Chainman apprentices & directing survey crews.

*Property Description and Project Analysis
Train apprentices to read property descriptions & analyze project requirements for efficiency & safety.

Estimation and Liability Awareness
Familiarize apprentices with project budgeting, estimation, & firm liability.

Transition to Chief of Party

Skill Mastery
Ensure apprentices achieve proficiency in all 16 key areas before promotion.

Final Program Stage
Supervise apprentices as they operate survey crews & complete the program at a Chief of Party wage rate.
